Update 3.1.0 for "The Collapse: A Political Simulator"

This update includes changes aimed primarily at improving the transparency of the interface.

TRANSPARENCY:
The number of modifier sections has been increased to 12; the same modifier can appear in multiple sections at the same time.
In the Laws section, a block has been added at the bottom of each law variant’s card to display the variant’s impact and its effects with complete, precise figures.
“Science” and “Modifiers” buttons have been added to the quick-access sidebar.
When you hover over a modifier, its icon enlarges.

NEW FEATURES:
The default event in Russia now has multiple response options and consequences in the form of temporary modifiers.
8 new achievements have been added.
